The news came late on the 24 August after the Treasury confirmed the hike would go live from the 25th. The Government also said that another penny will be put on duty every year, for the next four years.

Foundation director of RAC, Stephen Glaister said that they understood the need for the Government to increase revenue in the present financial climate. But they did not understand why it had to involve another tax increase on diesel and petrol.

The Treasury attempted to defend their move by saying that compared to the peak season in the previous year, oil prices are a lot lower. Along with this, fuel prices at pumps have been reduced significantly over the last few years.

The international energy agency (IEA) said on Wednesday, that the tapering off of the recession in the next year seemed less likely and the rise in demand for world oil will be less than expected.

Since the latest data on the industrial production in most of the larger countries remains negative, David Martin, the analyst for IEA, stated that there was no evidence that we have seen the worst of this recession.

World oil demand will rise by 1.3 million barrels per day (bpd) in 2010 to an average of 85.3 million bpd, the Paris-based IEA said in its latest monthly report. The increase is 100,000 bpd less than previously forecast.

The agency also revised the figure for global outright demand for 2010 by 70,000 barrels per day, taking into account increased usage of fuel in the Asian continent. The IEA forecasted fuel use this year to be 2.35 million barrels per day lower than in 2008.
